As an effective line locator, you need to first know the appropriate laws which govern this task. Texas Utilities Code Title 5, chapter 251 is the beginning of the journey to understand and ensure you’re being compliant with underground facility damage prevention. This code established
the foundation of damage prevention of underground utilities in Texas and addresses everything from technical definitions to the establishment of a 24/7/365 notification center. Title 16 Texas Administrative Code Title 16 Part 1 Chapter 18 further outlines locating requirements for pipeline operators specific to the transportation & distribution of natural gas and hazardous liquids. Since Chapter 251 serves as the foundation for Chapter 18, this article will address the more stringent requirements in the interest of damage prevention of all underground facilities.
